According to a report from TOI according to a report from TOI, the Ministry of Road Transport and Highways ( MoRTH) has required all cars to have a high security registration plate ( HSRP) that were sold prior April 1, 2019.

This high security registration plateis composed of aluminium and is fixed on the vehicle by two non-reusable locks. The registration plate includes a hot-stamped with chromium-based holograms of Ashoka Chakra on the top left-hand corner. The area is blue in colour and has a precise measurement of 20mm x 20mm.

The reason for this law is the fact that old number plates were easy to modify and can be taken out or changed in a snap.
A vehicle that has been stolen usually ends having a new registration plate, making it difficult for the authorities to locate it however, HSRPs come with the snap-on lock, which is not removable and can be quite difficult to replace.
The HSRPs can also be beneficial as vital information about a car including engine number and the number of its chassis are recorded in a centralized database. The data stored along with the 10-digit PIN become crucial in identifying a stolen vehicle.
The central govt has not fixed the price of HSRP which means the cost could vary between states. On average, the HSRP costs around Rs 400 for two-wheelers, and up to 1100 Rs for four-wheelers based on the class. The color-coded stickers are fitted for Rs 100 for cars that come with an HSRP.

For vehicle owners with vehicles in Uttar Pradesh and Delhi, bookmyhsrp.com is a portal specifically designed to purchase HSRP and fuel stickers with colour codes. The site has been approved by the government in order to supply HSRPs.
Information such as the vehicle's registration number (or chassis number), as well as engine number will be required for booking an appointment. If you look at other states, not many have announced an enforcement drive as one by the UP and Delhi govt.
The most effective method to buy an HSRP and colored sticker is to go through RTOs. Another way to purchase HSRPs is through authorized auto dealers. However, it is worth noting that many dealers are not yet licensed to carry out the procedure and the best way is to search your state's Transport Department's web portal for any such information.
